John M. Walker is a director in the global Construction practice. He has more than 24 years of experience in construction claims and dispute resolution, construction management, project management, critical path method (CPM) scheduling, construction estimating and cost analysis, contract management, and structural and civil engineering design. John has significant experience in the preparation and analysis of multimillion dollar construction claims involving infrastructure, commercial, industrial, and government projects. He has performed schedule delay analyses, loss of productivity analyses, technical issue analyses, and damage calculation analyses.
John has previously been designated as a testifying expert on cases involving complex contract disputes in the areas of project management, contract administration, CPM scheduling, delay and disruption analysis, work inefficiency analysis, and quantification of cost damages before the Armed Services Board of Contract Appeals, the Civilian Board of Contract Appeals (CBCA), and local (e.g., county, state, and federal) courts. He has testified at various arbitration proceedings, board hearings, and trials and has also presented expert opinions in mediations and Alternate Dispute Resolution hearings.
Finally, John has been qualified as an expert in CPM scheduling, schedule delay and disruption analysis, construction cost estimating, damages analysis, and civil construction means and methods before the CBCA.
John has provided expert testimony of a variety of projects in the following industries: road and bridge construction, design and construction of U.S. Embassy facilities, commercial, pharmaceutical, industrial, and marine construction, government contracts, naval ship repair and overhaul, and power plant construction. He has been designated an expert on various contract disputes ranging in value from $1 million to $185 million.
Additionally, John worked as both an owner’s representative and a contractor on numerous complex construction contract projects providing services from construction cost estimating, contract administration, and development of value engineering proposals, to management of ongoing construction and resolution/negotiation of changes, variations, claims, and disputes. As a contractor, Walker developed and implemented CPM schedules as an effective management tool on a variety of heavy civil project for which he was directly responsible.
Furthermore, John has successfully estimated, negotiated, and managed a variety of heavy civil, infrastructure, and marine construction projects from inception through project completion on time and on budget.
