Philip Spinelli is a Director in the global Construction practice. As a mechanical engineer with more than 20 years of experience in the management, oversight and analysis of manufacturing and construction projects, Philip has performed forensic and proactive investigations and has developed risk management strategies on some of the largest and most complex projects in the country, including the World Trade Center redevelopment and the Central Artery/Tunnel Project in Boston.
As an expert in the establishment, implementation and execution of project controls throughout a project lifecycle, Philip advises on project delivery and contracting arrangement strategies, project risk management, and progress evaluation through effective schedule and cost management techniques.
Clients engage Philip to evaluate the cause of schedule and cost overruns on commercial, industrial, infrastructure, institutional, manufacturing, retail and residential projects. He often performs assessments of progress on active projects. These services include the monitoring of contractor activity against project baseline schedules and schedule updates, reviewing contractor change order requests for reasonableness and negotiating the equitable resolution of changes in project scope.
Philip’s professional experience includes dispute resolution, such as project schedule delay analysis, errors and omissions reviews, productivity analysis, disputed extra work reviews, construction cost accounting and damages quantification. He has authored multiple expert reports and has presented his findings during negotiations, mediations and arbitration.
