Rachel Sapers is an associate director in Navigant’s New York office. She has more than 16 years’ experience in financial crime compliance. In her role, Rachel has planned and managed a number of engagements including gap analyses, compliance program reviews, risk assessments, remediation efforts and enhancement implementation. She has evaluated internal control structures to help identify weaknesses and associated risks in NYDFS Part 504, Customer Due Diligence and overall BSA/AML and OFAC Sanctions programs.
Prior to Navigant, Rachel served as head of AML Trade Monitoring at E*TRADE Financial and prior to that as a consultant in an Anti-Money Laundering Advisory practice for a consulting firm.
In her in-house role at E*TRADE, Rachel led a team that monitored and filed SARs on securities transfers and trading. Rachel designed governance and policies for the Customer Identification Program (CIP) and related customer due diligence programs at account opening across all business lines. She was also responsible for spearheading technology initiatives to enhance the BSA/AML program including: customer risk assessment, vendor selection, transaction/trade monitoring and OFAC compliance. Rachel worked with multiple regulators in this role including the Federal Reserve, Office of the Comptroller of the Currency (OCC), FINRA, SEC, NFA, Hong Kong Monetary Authority (HKMA), and Monetary Authority of Singapore (MAS).
Prior to E*TRADE, Rachel worked in the advisory practice at Intech, where she advised financial services institutions on the development of comprehensive AML risk assessment frameworks, identifying inherent AML vulnerabilities, establishing customer risk ranking protocols, designing AML transaction monitoring, establishing CIP and enhanced due diligence programs, and creating remediation plans for firms facing regulatory enforcement actions.
