James Rose is a Director in Navigant's Healthcare Disputes, Investigations, and Compliance Practice, and plays an integral role in advising clients across the continuously evolving healthcare landscape. James has 20 years' of federal, state and private sector experience in compliance, enterprise risk management, internal audit, data governance and process improvement allowing him to expertly support finance, strategy, operations, and compliance executives seeking to achieve their strategic and financial objectives. His deep domain experience includes organizational design of internal audit and compliance functions, operational assessments, enterprise risk management facilitation, root cause analysis, compliance optimization, governance consulting, as well as external financial and regulatory audit coordination and oversight.
James began his career as a Foreign Service Officer with the Office of the Inspector General of the U.S. Agency for International Development, reviewing foreign economic assistance programs in Central and Eastern Europe, Russia, and Central Asia. He also worked as Director of Financial Audits with the Auditor of Public Accounts of the Commonwealth of Kentucky and then as Director of Performance Audits, leading the effort to create the department that now conducts performance and operational reviews of state programs.
For 15 years, James served at the Chief Audit Executive at Humana, most recently as Vice President and Chief Audit Officer. He helped establish the organization’s Enterprise Risk Management program including the implementation of an enterprise Governance, Risk, and Compliance technology platform. Prior to that, he served as co-lead of the Data Analysis and Review Committee of the Healthcare Fraud Prevention Partnership sponsored by the U.S. Department of Health and Human Services and U.S. Department of Justice.
