Scott Nussbum is a Director in the Global Investigations & Compliance practice at Navigant. He has more than 20 years of experience conducting state, federal, and corporate investigations as a federal prosecutor, FBI Special Agent, Assistant District Attorney, civil litigator and Chief of the Special Investigations Unit (SIU) at a financial services firm.
Prior to joining Navigant, Scott founded a financial services firm's SIU as a Senior Vice President and Associate General Counsel, where he led a team of former Special Agents, federal and state prosecutors, and compliance experts to identify and investigate matters involving significant misconduct and fraud perpetrated by financial advisors and employees. He focused on matters involving substantial reputational impact, investor harm, litigation risk and/or regulatory consequence for the firm and provided recommendations and advice to senior management and firm committees.
Scott also served as an FBI Special Agent for more than 11 years. For five years, he investigated a wide range of matters as a field agent in the Criminal Division of the Salt Lake City Field Office and the Counterterrorism Division in the Washington Field Office. He was then promoted to Supervisory Special Agent and detailed as a federal prosecutor to the United States Attorney’s Office in the Eastern District of Virginia, to coordinate, manage, and lead the prosecution of a significant number of complex cases involving fraud, controlled substances, firearms, and gangs. He served as a faculty member of the Department of Justice’s National Advocacy Center, training Assistant United States Attorneys from across the country. Earlier in his career, Scott served as an Assistant District Attorney in Massachusetts and as an Associate at a civil litigation law firm in Boston.
Scott has trained over 1,500 prosecutors (federal and state), Special Agents, regulators, and private employees on how to effectively investigate and prosecute numerous violations.
