Roger Nelson is an associate director within Navigant's global Construction practice. Roger has more than 10 years of experience in the construction industry in commercial building, heavy civil, and gas & electrical transmission. His project management and project controls experience has ranged from subcontract development, procurement, scheduling, quality & safety, permitting, and change order development/negotiation, to project closeout. His construction dispute experience is throughout the commercial, industrial, and civil sectors with clients across the spectrum of government/municipalities, owner/developers, designers, and contractors. He is a published author and regularly contributes to the advancement of the field of construction delay claim analysis.

Roger’s advisory and dispute services have included risk mitigation, change order entitlement review & valuation, schedule delay analysis, loss of productivity examination, construction means & methods review, and engineering audits.

Selected engagement experiences include:

  • Hydroelectric Dam: Claim analysis and negotiation support for mega-dam project (total project cost ~ $10B CAD). Delay analysis and evaluation of time extension requests by main civil works contractor. Advisory services to provide feedback used in discussions with the owner and counsel.
  • High-Rise Office Building: Forensic schedule delay
    analysis to isolate contractor delays from concurrent owner-driven impacts using contemporaneous project records. Developed detailed delay fragnets and supporting narrative representing impacts to contractor progress.
  • Electrical Transmission Line: Analysis of $348M contractor claim for cost overruns associated with the design/build construction of a 250km long 500kV transmission line. Services included detailed schedule delay analysis, issue entitlement investigation, and contemporaneous project record analysis for arbitration.
