Matt Moore is an associate director in the Energy practice. He has more than 15 years' experience in risk, policy, regulation, and management. Specifically, Matt has experience creating and managing regulatory departments; creating and implementing regulatory policy; assessing and improving reliability compliance programs; leading large working groups for policy and strategy implementation; heading large-scale settlement negotiations; and performing compliance, risk, operational, and organizational analyses. Matt has a strong skill set in the tools and strategies necessary to develop, implement, and improve reliability compliance programs.
Matt strives to align organization risk and compliance objectives with operational practices and considers this integration critical when assessing the quality and scalability of a compliance program.
Prior to Navigant, Matt was the manager of enforcement at the Western Electricity Coordinating Council (WECC), where he led a team of regulatory professionals. During his seven years at WECC, Matt created many of the regulatory processes WECC uses when assessing compliance risk, risk to the Bulk Electric System, and the general extent and scope of regulatory (Reliability Standard) violations. Matt facilitated development of all the tools, processes, policies, and procedures that ultimately established WECC's compliance monitoring and enforcement program, and determined how WECC enforces all Reliability Standards in the Western Interconnection.
As the vice chair of national working groups, Matt worked closely with his counterparts at the North American Electric Reliability Corporation (NERC), collaboratively with electric utilities, and consulted with his peers at the other regional entities (ReliabilityFirst, TexasRE, Midwest Reliability Organization, Northeast Power Coordinating Council, Southeast Reliability Corporation, Southwest Power Pool, and Florida Reliability Coordinating Council).
Prior to his experience at WECC, Matt worked for an intellectual property law firm, TraskBritt, in Salt Lake City, UT, for six years ensuring patents and similar work products adhered to client, firm, and regulatory requirements.
