Greg Mandelman is an associate director in Navigant’s Energy practice, where his focus areas include transportation electrification projects, distributed energy resource (DER) research and evaluation, and corporate and regulatory strategies related to new utility business models and organizational structures.
Greg has more than eight years of utility experience that spans DER customer research, program evaluation, and pilot design; corporate and investment strategy; and regulatory policy.
While at Pacific Gas & Electric (PG&E), Greg held multiple leadership and principal positions across the utility and its holding company. As the manager of the Customer Programs research and analytics team, he oversaw a multiyear, multimillion-dollar research budget and guided dozens of complex research and evaluation initiatives across multiple program groups. In this role, he delivered expert witness testimony at the California Public Utilities Commission that was crucial to the approval of the industry’s largest residential pricing pilot for time-of-use rates. While leading the team, Greg also pioneered PG&E’s first machine learning applications for electric vehicle enrollment forecasting and demand response operational forecasting for CAISO system planning. As a principal at PG&E’s corporate holding company, Greg helped develop and communicate the corporation’s investment positions on utility M&A, and grid and clean technology investments to senior executives and the board of directors. He also stood up the corporation’s market intelligence functionality, which delivered decision-making insights on industry investments and market activity to the senior executive team. Within PG&E’s Regulatory Affairs group, Greg led a team of quantitative analysts responsible for designing, operating, and optimizing PG&E’s regulatory electric rate-making models.
Greg has held leadership roles across various professional associations, has been invited to serve on expert panels and working groups for all the major California regulatory bodies, and has presented regularly at industry conferences.
