Jay Luboff is an expert in the field of Green Energy, Sustainability and Distributed Energy (Renewable) Resources (DER) with 30-years of experience in the field. He works closely with utility and other clients on strategic and operational approaches to address the rapidly transforming energy and business landscape for both clients and their customers - who are facing unprecedented changes in the industry.
Jay's work includes leading integration and synchronization of DER programs into utility distribution and operations for a large west coast municipal utility. He also works closely with utilities and program administrators on electric vehicle customer support integration.
Other work areas include: utility strategy in a changing a 'grid modernizing' world; national, regional and statewide market transformation support for commercial and industrial sector initiatives in lighting, commercial buildings, retail products, and water and transportation efficiency utility efforts. Jay also provides Zero Net Energy (ZNE) strategy and impacts support for natural gas and electric utilities.
Prior to joining Navigant, Jay lead PG&E's energy revenue requirements and regulatory policy group with responsibility for energy efficiency, demand response, low-income energy efficiency, distributed generation, the California solar initiative, and PG&E's ground-breaking Climate Smart tariff initiative. He served as well as Senior Policy Analyst at the California Public Utilities Commission where he led major initiatives, including creation of the California Evaluation Framework, and national EE best practices study and oversight of utility commercial sector offerings.
Jay is a former Director of the Washington State Renewable Energy Office and served on the faculty of the University of Washington's Graduate School of Public Affairs and College of Engineering. in addition, he was the lead in developing the nation's first home energy rating system (HERS) and is a founder of the National RESNET organization. He also is a founder of the Northwest Energy Coalition and a charter member of the Denver Metropolitan Homebuilders Green Build Program.
Jay is the recipient of both a Governor's and President's Award for Energy Innovation, a PG&E Clarke Award for Environmental Leadership, and Northwest Energy Coalition Headwaters Award (2017), awarded to individuals whose recent actions best exemplify or serve to further the goals of the NW Energy Coalition.
