Areas of Expertise

David Koontz is an Associate Director in Navigant’s Global Construction practice. Since joining Navigant in August of 2007, he has worked on diverse construction and engineering projects including commercial high-rise buildings, mixed-use facilities, resort developments, heavy civil construction projects, transportation projects, civil infrastructure projects, and cultural buildings. In addition, David has developed a specialty for risk management on high-risk megaprojects including the World Trade Center Redevelopment and the Hudson Yards Development.

David specializes in project scheduling, project risk management, schedule analysis, cost analysis, and dispute support in both litigation and non-litigation settings. He works with his clients' development, construction, and legal teams throughout the lifecycle of a project to create, manage, and analyze project schedules and logistics plans.

Select Engagements:

  • Hudson Yards Development, New York – Assisted Related with sitewide logistics and schedule coordination for development of 11M square feet of commercial, residential, and retail space. Responsible for development of monthly Master Coordination Schedule linking all active projects to identify potential issues. Met with contractors to review schedule and logistics plans and review construction progress. Assisted in development of mitigation strategies to address delays.
  • World Trade Center Redevelopment, New York - Assisted Silverstein Properties in the construction of three office towers at the World Trade Center site in New York City. Assisted in the development of the construction schedules for the towers and the tracking of major milestones for the entire program. Reviewed and analyzed the construction schedules of other stakeholders and the overall master schedule containing all related infrastructure projects to identify potential areas of risk. Assisted in the preparation of testimony regarding the delays and disruptions and the impacts of these issues on the construction of the Silverstein office towers. Supported the presentation of testimony at two arbitration hearings.
  • Electrical Transmission Line Installation, British Columbia, CA - Performed analysis of contemporaneous schedule updates to identify delays to major project milestones. Forecasted completion of major scopes of work based on historic production of contractor. Reviewed potential project disruptions related to archaeological finds and private parcel issues to determine risk to owner of potential delay claims from contractor.
  • Fort Stevenson Marina, North Dakota - Performed schedule analysis to ascertain the cause of delays to the construction of a cofferdam and marina at Fort Stevenson State Park in North Dakota. Developed expert report to support the Army Corps of Engineers’ decision to terminate the contractor for default based on extensive delays. Attended trial and assisted the legal team in development of direct testimony and cross examination strategies.
  • New Coal Power Plant, West Virginia - Performed detailed schedule analysis to determine cause of delays to construction of new coal power plant. Reviewed performance of power plant since substantial completion to identify causes of plant downtime. Assisted with development of warranty and punchlist claims related to poor contractor performance.
  • Renovation of Hydro-Electric Dam, Spokane, WA- Reviewed schedule updates from contractor prior to submission to owner to identify critical path, schedule delays or mitigation, and deviations from prior planned sequences of work. Advised client on ways to incorporate delays imposed by owner into schedule. Assisted client with the composition of a time extension request related to delays outside the control of the contractor.
  • Toll Road, Texas - Analyzed schedule impacts due to a delayed Notice to Proceed. Identified potential areas of risk based on discussions with the client. Incorporated potential risk factors into schedule. Helped client develop narrative report to owner for the purposes of negotiating change order for revised work schedule.
  • Major Aircraft Manufacturer - Performed schedule analysis to determine the cause of delays to the development of a winglet by a subcontractor to the client. Developed expert report and rebuttal report detailing the cause of the delays. Supported expert testimony before an arbitration tribunal.
  • Major Art Museum, Delaware - Assisted the museum in developing a claim against an architect arising from delays and cost overruns associated with the expansion and renovation of the museum. Performed a detailed schedule analysis to determine the activities that delayed the critical path and the parties responsible for the delays. Performed a detailed manpower analysis and issue analysis to support the claim. Developed expert report for the purpose of a jury trial.
  • Marine Construction, California - Assisted on composition of estimate-to-complete for distressed project. Helped client incorporate risk factors into schedule and recover costs associated with owner delay.
  • 60-Story Mixed-Use High-Rise, New York - Reviewed schedule during early stages of construction. Made recommendations to client on ways to improve the schedule and mitigate risk of potential schedule delays.
