William Harkins is a director in Navigant's global Construction practice. He has more than 18 years of professional experience working in the engineering and construction fields.

Harkins has experience in building, infrastructure, power, and process industries. He has represented owners, contractors, and outside government agencies in performing construction claims work, project advisory services and monitorship work. He has performed detailed schedule analyses on projects of all sizes, including assisting contractors in compiling "extension of time" requests as well as assisting the owner in analyzing and responding to extension of time requests that have been submitted.

Harkins is responsible for supervising and directing teams of consultants working on an array of size and types of projects including a stadium complex, power plants, a liquefied natural gas plant, and various infrastructure projects to smaller projects, including site development jobs.

Areas of Expertise:

  • Construction Disputes & Project Risk Advisory: Provide support and expertise to clients in order to prevent and/or resolve construction disputes. Minimize client risk on projects in the planning, construction and dispute resolution phase. Review and analysis processes and procedures in place, with a specialty focus on schedule and cost. Assist client throughout the dispute resolution process including, but not limited to: Change Order and REA negotiation, mediation, arbitration, and/or litigation.
  • Integrity Monitorship: Act as Integrity Monitor on projects in order to prevent fraud, waste and abuse. Ensure required processes and procedures in place are met by all parties.
