Hakan Balci is an associate director in the Navigant’s Energy practice. Dr. Balci has been engaged in projects on energy market analysis, power asset valuation, resource planning and power system studies. He has 15 years of experience on electricity price forecasting and power system modeling in North America.
Hakan’s experience on energy market analysis includes congestion forecasting, transmission, supply-side, and demand-side resource valuation in PJM, MISO, ISO-NE, NYISO, CAISO and SERC. He also prepared analysis for onshore and offshore wind, and distributed and utility solar both in merchant and in regulated environments. In addition, he constructed a model to calculate the Loss of Load Expectation in PJM South.
Hakan served as a member of the PJM’s Sub-regional RTEP Committees and the Resource Adequacy Analysis Subcommittee between 2011 and 2015. Integrated Resource Planning was his main focus as he evaluated the impact of compliance options for the EPA’s Clean Power Plan and developed alternative supply portfolios. Those portfolios include renewable and conventional generation assets and consider various penetration levels of net metering, electric vehicles and demand side management. Hakan has extensive knowledge and experience on modeling, analysis and development of an Integrated Resource Plan that complies with complex emissions restrictions and renewable standards. In addition, Balci led the team of analysts in preparation of the need analysis for the Combined License Application for a nuclear plant in Mid-Atlantic and submitted to the Nuclear Regulatory commission. He also prepared testimony for regulatory filings and responded to discovery requests from state and federal regulatory bodies.
