He has extensive experience in applied economics and regulation in the energy field, particularly with respect to addressing the challenges facing the United States electric industry. A key focus of Matt’s work is to direct market power analyses that apply the various regulatory guidelines, such as the Federal Energy Regulatory Commission’s Appendix A screen for mergers and acquisitions and the FERC’s various guidelines in cases where the parties are seeking to obtain or renew market-based rate authority. He also analyzes behavioral market power issues, examines problems of vertical integration, and assists clients with numerous issues arising from utility restructuring.
Matt advises clients in large regulatory and litigation projects, including analyzing claims of market manipulation and guiding clients on compliance issues. Particularly, he worked extensively on various litigation projects arising from the California “crisis” and subsequent investigations. He has testified before FERC and appeared before industry groups and state regulatory commissions.
Matt is leading the development of a suite of proprietary models used to analyze market power in the electric utility industry and currently leads the development and maintenance of related databases.
