Paul Noring is a Managing Director and co-lead of Navigant’s Banking, Insurance and Capital Markets practice, based in the Washington D.C. office. The Practice seeks to solve our client’s most complex business challenges and has seven key service lines covering: accounting & finance; technology enablement; regulatory risk and controls; quantitative analytics; operational excellence; business process outsourcing; and unclaimed property. Paul has deep experience in accounting, financial risk management, credit risk management, mortgage compliance and consumer finance operations.
Paul is a recognized expert in financial risk management consultant, specializing in reporting, accounting policy and auditing matters related to banks and other financial institutions and served as both an expert witness and consultant to various law firms in many high profile matters, including the largest bank failure in U.S. history. He has lead dozens of time sensitive high impact engagements, including working for the Central Bank of Switzerland during the height of the credit crisis to stand-up a bad bank. He has personally served as the independent consultant for numerous OCC, Federal Reserve, CFBP and state regulatory actions. He has more than 30 years of experience with in securities accounting, capital markets operations, mortgage banking, securitization transactions, derivative risk management operations, best practice environments surrounding financial instrument accounting, fair value measurements, and allowance for loan loss methodologies.
Prior to joining Navigant, Paul was a Partner at PricewaterhouseCoopers, LLP, where he spent 18 years serving large multinational financial services clients and Senior Vice President of Finance at Fannie Mae, responsible for financial reporting, internal controls, tax and the business unit controller’s function.
