Navigant and adelphi analyzed existing policy instruments throughout Europe that have successfully led to greenhouse gas emission reductions in sectors not included in the EU Emissions Trading System (ETS). The analysis is part of the European climate project BEACON and aims to improve information sharing on good practices in national climate policies.
The energy experts built their analysis on a quantitative assessment of emissions reductions and presented the identified effective policy instruments in 15 case studies across transport, buildings, smaller industry, and agriculture.
In a next step, the project team will provide selected municipalities from Poland, the Czech Republic, Romania, Greece, Portugal, Bulgaria and Germany with capacity building and technical support through coaching and multi-country workshops. Partner schools will receive onsite visits and introductory workshops on energy savings. In addition, five city partnerships will be supported in their cooperation on climate change mitigation.
BEACON is financed via the European Climate Initiative (EUKI) and led by Navigant in close cooperation with adelphi and the Independent Institute for Environmental Issues (UfU) on behalf of the German Environment Ministry (BMU).
