Navigant Supported PECO with Customer Routing and Distance Analysis

Challenge

Because of its commitment to comprehensive energy efficiency programs that serve all customer sectors equitably across the territory, serving low-income households is of special interest to PECO. Additionally, PECO faces mandatory low-income targets of 5.5% of all energy efficiency savings, and failure to meet this target results in financial penalties.

Solution

Navigant used publicly available data to develop low-income proportion estimates by census tract around previously identified target retailers. We developed demographically weighted isochrone polygons through a sophisticated drive-time analysis around each location. Isochrones are a spatial measurement of the distance that a person could travel in a certain time. They are an excellent tool to measure distance in an urban setting because, unlike buffer analysis where radial distance from an origin is used, they control for the degree of travel effort required.

Impact

Navigant estimated the proportion of low-income shoppers at participating retail outlets specific to each participating location using GIS. Gross verified lighting savings from participating retail outlets were allocated across the Low Income and (standard income) Residential Energy Efficiency programs. Navigant developed a novel, data-driven approach that addressed many of the challenges of traditional field surveys of low-income populations, including time, cost, comprehensiveness (sample size), and self-report bias.
