Navigant energy experts Stuart Schare and Erik Gilbert will be hosting a Fundamentals of Demand Response for Effective Programme and Resource Workshop on June 26, 2012 at the European Demand Response & Dynamic Pricing Conference in London, UK.

The workshop will present a brief overview of Demand Response (DR) concepts including residential direct load control, commercial/industrial load curtailment, dynamic pricing and enabling technologies. The course will lead attendees through the process of analyzing DR potential, planning programs, selecting among implementation options, and evaluating load reduction impacts and cost-effectiveness. Complementing an overview of DR in Europe, case studies from DR programs in New York, California, and Ontario will provide real-world data on concepts presenting in the workshop.

The workshop will also cover DR programs from start to finish and help policy makers and utility executives from across Europe to plan new programs or to improve existing programs and better evaluate their load impacts and ongoing cost-effectiveness. All attendees will better understand the opportunities offered by DR beyond just peak load reductions (e.g., how DR can be used to assist in renewables integration, defer capital investments, and enhance customer relations) as well as its limitations relative to peak generation.

The Navigant Consortium* invites you to the complimentary U.S. Offshore Wind Market and Supply Chain Workshop to be held on Sunday, June 3, 2012, at the Georgia World Congress Center in Atlanta, GA, prior to the start of the 2012 American Wind energy Association’s (AWEA) WINDPOWER Conference & Exhibition.

This workshop is the 2nd in a series** sponsored by Navigant, and serving as a key element of two U.S. DOE-funded reports on the U.S. offshore wind industry. The reports will examine the existing U.S. offshore wind supply chain, identify current and anticipated gaps, consider the barriers to filling these gaps, and recommend strategies for developing a robust supply chain with a focus on identifying market-entry pathways for new manufacturers.

Wind industry stakeholders from around the U.S. are providing input to a survey designed by the Navigant Consortium to develop the first comprehensive analysis of the U.S. offshore wind supply chain and to recommend needed policy changes. The workshop will provide an opportunity for stakeholders to review the survey’s supply chain findings and provide additional input to confirm and supplement survey results.

With today’s emphasis on the FCPA, domestic corruption is an often overlooked, significant compliance risk. Virtually every company interacts to some degree with domestic government and regulatory officials who could corruptly seek money or “favors” in return for preferential treatment. On the private side, company employees could look to enhance the bottom line by “greasing the skids” with customers or suppliers. Such conduct can expose companies to criminal liability under laws like the Travel Act, the federal fraud statutes and state public-corruption statutes. Yet, too often, companies today in managing compliance do not prioritize domestic corruption risks. This discussion will address recent developments in judicial and prosecutorial trends regarding domestic corruption, provide practical insight into how the federal government conducts corruption investigations and prosecutions, and suggest practical ways to counter the risk posed by the government’s fight against corruption.

Colette Lamontagne will present at the workshop titled, "Valuing Electricity Storage in Utility Applications."

This 2- hour workshop will investigate the various considerations and approaches for monetizing the value of electricity storage in various utility applications. The data and calculations necessary to monetize costs and benefits of energy storage vary depending on several parameters including:

--Perspective (traditional business case vs. intangible benefits; business case vs. societal);

--Intended use (power vs. energy applications; frequent vs. occasional applications; primary vs. secondary applications; alternative technology comparisons vs. NPV or ROI analysis); and

--Regulatory environment (deregulated vs. regulated markets, rate basing, market rules).

Direct economic benefits such as market revenue are fairly well understood. However, various approaches for monetizing indirect economic (e.g., improved asset utilization or reduced equipment failures), reliability (e.g., improved power quality, fewer outages), and environmental (e.g., reduced emissions) benefits will be discussed. This workshop will also provide an overview of tools that have been developed to conceptually and quantitatively monetize the value of electricity storage.

Gene Shlatz will present, “Energy Storage Requirements for Large-Scale Renewable Integration.”

The amount of large renewable generation added to the electric utility grid has grown and is expected to continue to be robust. However, there is increasing concern that highly variable renewable generation may strain the ability of the grid to integrate and economically and reliably deliver the power. The Southwest has been targeted for large amounts of photovoltaics (PV), both centralized and distributed.

Navigant recently conducted a study for NV Energy, funded by the U.S. Department of Energy, to determine how implementation of large-scale PV would impact electric power grid performance. Navigant investigated the amount and cost of additional conventional generation that must be reserved for increasing amounts of variable renewable output in order to maintain system reliability and meet NECR performance requirements.

Energy storage technology provides a range of solutions to address these impacts. This paper describes performance requirements to mitigate the impacts of large-scale renewables, using the results of the NV Energy study to realistically describe grid performance requirements, and the degree to which various ES technologies can meet potential deficiencies. It includes a case study of ES performance requirements for the most challenging days in terms of variability in loads and PV output.

The incentive form of regulation that is prevalent in the UK is derived from the standard economic model that has players acting rationally, according to a stable set of preferences and a stable set of constraints. Are these foundations realistic? And even if they are, can they provide a sufficient rationale for the regulatory regimes we observe?

The factors that determine the effectiveness of a regulatory regime are subject to more than one set of what we might call rationalities.

-First, there are the motivations that underlie the design of incentives by regulators. As things stand, many regard the process of incentive design by regulators as a black box.

-Then there are the governance processes in investors and companies, including how they decide to react to incentives. Theory suggests that competition will lead to decisions that are consistent with the standard model but this is not always present. In any event, behavioural thinking predicts extensive “irrational” behaviour.

-Finally we have the customers. Even if they acted as if they had a utility function, companies and regulators struggle to find out what the function is.

In these circumstances it would be surprising if the standard analysis would provide the necessary basis for an effective regime and a well-designed set of incentives. With associates from Volterra, projects are being undertaken in regulated sectors to see whether behavioural thinking can shed light on the situation. Models are being created of the relationship between regulators and regulated businesses which can be used to explore the effects of different types and forms of regulatory incentive with a view to informing regulatory design and the flow of information and understanding between the parties. This has produced promising results and the participants, regulators and companies, have acknowledged the value of the insights it has provided.

It is important that incentive design has regard to these issues and we hope the Forum will generate ideas about how regulators can respond and involve the regulated businesses in the process.

Cathryn Ross, Director of Railway Markets and Economics at ORR, and Paul Whittaker, Director of Regulation at National Grid, will share their thoughts on this topic from both sides of the regulatory game. Chair is still to be confirmed. We will then open the debate under the Chatham House Rule.
