Wind industry stakeholders from around the U.S. are providing input to a survey designed by the Navigant Consortium to develop the first comprehensive analysis of the U.S. offshore wind supply chain and to recommend needed policy changes. The workshop will provide an opportunity for stakeholders to review the survey&amp;rsquo;s supply chain findings and provide additional input to confirm and supplement survey results.&lt;br /&gt;

    &lt;p style="margin-bottom: 12pt;"&gt;This 2- hour workshop will investigate the various considerations and approaches for monetizing the value of electricity storage in various utility applications. The data and calculations necessary to monetize costs and benefits of energy storage vary depending on several parameters including:&lt;/p&gt;
    &lt;p&gt;--Perspective (traditional business case vs. intangible benefits; business case vs. societal);&lt;/p&gt;
    &lt;p&gt;--Intended use (power vs. energy applications; frequent vs. occasional applications; primary vs. secondary applications; alternative technology comparisons vs. NPV or ROI analysis); and&lt;/p&gt;
    &lt;p&gt;--Regulatory environment (deregulated vs. regulated markets, rate basing, market rules).&lt;/p&gt;
    &lt;p&gt;Direct economic benefits such as market revenue are fairly well understood. However, various approaches for monetizing indirect economic (e.g., improved asset utilization or reduced equipment failures), reliability (e.g., improved power quality, fewer outages), and environmental (e.g., reduced emissions) benefits will be discussed.&amp;nbsp; This workshop will also provide an overview of tools that have been developed to conceptually and quantitatively monetize the value of electricity storage.&lt;br /&gt;
    &lt;br /&gt;
    &lt;a href="%7E/link.aspx?_id=D40089323B0D4777B87CACA3EFE22D3B&amp;amp;_z=z" target="_blank"&gt;Gene Shlatz &lt;/a&gt;will present, &amp;ldquo;Energy Storage Requirements for Large-Scale Renewable Integration.&amp;rdquo;&lt;/p&gt;
    &lt;p&gt;The amount of large renewable generation added to the electric utility grid has grown and is expected to continue to be robust.&amp;nbsp; However, there is increasing concern that highly variable renewable generation may strain the ability of the grid to integrate and economically and reliably deliver the power.&amp;nbsp; The Southwest has been targeted for large amounts of photovoltaics (PV), both centralized and distributed. &lt;/p&gt;
    &lt;p&gt;Navigant recently conducted a study for NV Energy, funded by the U.S. Department of Energy, to determine how implementation of large-scale PV would impact electric power grid performance. Navigant investigated the amount and cost of additional conventional generation that must be reserved for increasing amounts of variable renewable output in order to maintain system reliability and meet NECR performance requirements.&amp;nbsp; &lt;/p&gt;

One person's incentive is just that - risk free experiments for regulators</title><description>&lt;p&gt;The incentive form of regulation that is prevalent in the UK is derived from the standard economic model that has players acting rationally, according to a stable set of preferences and a stable set of constraints. Are these foundations realistic? And even if they are, can they provide a sufficient rationale for the regulatory regimes we observe?&lt;/p&gt;
&lt;p&gt;The factors that determine the effectiveness of a regulatory regime are subject to more than one set of what we might call rationalities.&amp;nbsp;
&lt;/p&gt;
&lt;p&gt;-First, there are the motivations that underlie the design of incentives by regulators. As things stand, many regard the process of incentive design by regulators as a black box.
&lt;/p&gt;
&lt;p&gt;-Then there are the governance processes in investors and companies, including how they decide to react to incentives. Theory suggests that competition will lead to decisions that are consistent with the standard model but this is not always present. In any event, behavioural thinking predicts extensive &amp;ldquo;irrational&amp;rdquo; behaviour.
&lt;/p&gt;
&lt;p&gt;-Finally we have the customers. Even if they acted as if they had a utility function, companies and regulators struggle to find out what the function is. &lt;/p&gt;
&lt;ul&gt;
&lt;/ul&gt;
&lt;p&gt;In these circumstances it would be surprising if the standard analysis would provide the necessary basis for an effective regime and a well-designed set of incentives. With associates from Volterra, projects are being undertaken in regulated sectors to see whether behavioural thinking can shed light on the situation. Models are being created of the relationship between regulators and regulated businesses which can be used to explore the effects of different types and forms of regulatory incentive with a view to informing regulatory design and the flow of information and understanding between the parties. This has produced promising results and the participants, regulators and companies, have acknowledged the value of the insights it has provided.&amp;nbsp; &lt;/p&gt;
&lt;p&gt;It is important that incentive design has regard to these issues and we hope the Forum will generate ideas about how regulators can respond and involve the regulated businesses in the process.&lt;/p&gt;
&lt;p&gt;Cathryn Ross, Director of Railway Markets and Economics at ORR, and Paul Whittaker, Director of Regulation at National Grid, will share their thoughts on this topic from both sides of the regulatory game. Chair is still to be confirmed. &amp;nbsp;We will then open the debate under the Chatham House Rule.&lt;/p&gt;
