The Affordable Care Act (ACA) creates new opportunities for payers and providers to work in partnership to create innovative approaches to healthcare reform and delivery system change. It provides funding opportunities for payers and providers to develop demonstrations, for example, to prevent chronic diseases and test new service delivery models. Additionally, the ACA has major impacts for Medicaid and CHIP in areas such as payment reform; service delivery; streamlined eligibility and enrollment processes; increased transparency and program integrity – to name a few. States must implement changes in short timeframes, during a time of budget constraints and following guidance that is not often black and white. Necessary information systems changes create competing priorities with other time-sensitive changes, such as ICD-10 implementation. Also, enhanced federal assistance is time-limited, and states must plan long-term funding strategies.
