Change is a constant in the national security sector. Government continuously updates its policies and doctrine as the nature of the threat evolves. This, in turn, drives capability requirements and research in new directions.
To prosper, defense companies must successfully align their research and development with these new requirements. National security research laboratories must determine how to maximize the return on their science and technology investments. Given the rapidly changing context, what combination of programs will provide the greatest impact given an organization's tolerance for risk-taking?

Defense Industries: Business & Technology Management Services
For the last four years, Navigant's Defense Industries team has been working with the Department of Homeland Security’s Science and Technology (S&T) Directorate to design and implement a robust portfolio management process. The work has done more than incorporate a new, core business process – it has been instrumental in changing the culture of S&T, re-positioning their technical portfolio, enhancing their strategy as an agency and building more support within Congress, the OMB, GAO and its sister directorates including the Secret Service, Transportation Security Agency, Customs and Border Protection, and others.
A recent article published in Homeland Security Today Magazine, reviews the transformation that has taken place due to these process changes. Read the full article, The Change Agent.
In this speech, the Under Secretary for Science and Technology at the U.S. Department of Homeland Security highlighted the importance of Navigant's work in this sector.
“R&D Portfolio Management facilitated by Navigant helped the Engineering Research and Development Center (ERDC) focus on customer requirements, rationally invest funds to have the greatest impact on our customers and improve ERDC's capabilities, and balance our portfolio to consider both the long and short-term."
